The matchup chart is very off, but I actually agree with the first 4 tiers. Pikachu/Sheik is not 40/60. Fox puff is definitely not 30/70 hell no. Ice climbers fox is also not 35/65. Pika Puff is not 45/55, it's clearly one of the hardest MUs for pikachu.
